ROARING CREEK VALLEY CONSERVATION ASSOCIATION

Minutes of February 19, 2009 Monthly Meeting

President Wayne Petro called the meeting to order at 7:00 PM.  The meeting was held at Southern High School in Room 102.

Secretary’s report was given and approved as read.

Treasurer Vickie Zackowski provided the Treasurer’s report.  Motion to accept the report was made by Leon Shoup, 2nd by Mark Deibler.  Report was accepted as read.

Old Business:

The logbook boxes need to have signs made and affixed to the boxes identifying the Association as the sponsor for said boxes. The intent is to have the boxes ready to be erected along the state forest trail in the early spring.  The logbook will provide spaces for the user to supply their name, address and email address.

The Coldwater Conservation Plan (CCP) draft was discussed. It was decided to add language to point townships in the direction of promotion, education and encouragement of riparian buffers when new development is being designed.  It was also decided that the townships should receive copies of the finalized CCP and the neighboring counties that enjoy a small part of the Roaring Creek watershed should receive copies as well in hopes those counties would endorse the plan.  Members of the association may also choose to attend township meetings to give a brief talk on the CCP.  A motion to accept the CCP draft with additions as discussed (promote, educate and encourage) was made by Dan Brassington, 2nd by Mike Zackowski.  The motion passed.

The RCVCA website is being updated by Kristen Vitkauskas.  The latest minutes have been added. The members are requested to review the website and make any necessary corrections known. Ms. Vitkauskas will also work on email accounts for the officers.

Association newsletter articles are still needed.  The plan is to have the newsletter published by June 2009.

Association meetings and events for the remainder of 2009 were discussed.  Well-rounded presentations will help to attract new attendees and members. A bird identification walk is scheduled for Sunday, May 17 at 7:00 AM; the group will assemble in the upper parking area (near Aristes) of the state forest.  A tree identification walk will be held in August (date and time to be determined). Robert (Marty) Martynowych will be conducting a woodland owners’ workshop at the Weiser State Forest office on Arbutus Park Road, Bloomsburg, PA in March.

The [Roaring Creek Watershed] signage project is progressing.  Mr. Petro has contacted PennDot, the affected townships and the landowners and has received permission to erect the signs. The signs may not be erected on the PennDot right-of-way.  Approximate cost of a sign and post from Bradco will be $200; the signs would be erected at seven locations and it may be worthwhile for the Association to purchase two extra signs and posts, bringing the cost to about $1800. The Association will consider applying for a Water Resources Education Network (WREN) Grant and also seek local sponsorships to pay for the signage project. The Mehoopany Creek Watershed Association provided information on their watershed signs which are made of steel and measure 24” X 30”. A motion to form a sign committee was made by Mark Deibler, 2nd by Marty Martynowych. The sign committee scheduled a meeting on Thursday, February 26 at 7:00 PM at the Bear Gap Fire Control Station.

New Business:

Treasurer Vickie Zackowski reported that the Association, to date, has seven lifetime members and 14 yearly members.

Mark Deibler noted that Bucknell University (Lewisburg, PA) has provided a stream monitoring report on the South Branch and made it available for the membership to review.  Water research stations have been established in Weiser State Forest, the South Branch Roaring Creek watershed, for undergraduate studies.

A motion to adjourn was made by Mike Zackowski, 2nd by Kristen Vitkauskas.

Respectfully submitted,

Wayne Kashner

Secretary
