Meeting Minutes
December 21, 2006
Southern H.S. Rm 102; 7-8:30 pm

Attendees: Bob Rush, Carl Miller, Kristen Vitkauskas, Cathy Haffner, Mark Deibler, Wayne Petro, Wayne Kashner

Unofficial meeting minutes from November 2006 workshop with Joan Sattler read by Bob Rush.   No corrections or additions were made.

Treasurer’s Report by Carl Miller – no new transactions.

Old Business:

1. Early Bird Sports Expo – 10x10 ft. booth available for RCVCA (thanks Bob!). Volunteers needed to assist at booth.  Kristen will organize display and volunteer scheduling. 

2. Grant Updates – Coldwater Heritage Partnership grant submitted by Columbia County Conservation District. This grant will enable RCVCA to write a conservation action plan to use as a springboard for future monitoring.
   - Growing Greener grant awarded to Columbia County Conservation District and RCVCA to assist with organization start-up needs ($7, 500).  Funds will be used for logo design, brochures, incorporation / 501c3 fees.

3. Watershed Forum Report (Kristen) – First annual Chesapeake Watershed Forum held at NCTC in WV in November.  Kristen attended and brought RCVCA display for poster session.  Kristen commented that the conference was very informative and reinforced the usefulness of visual stream assessments.

4. 501c3 status – Cathy emailed a law firm that is offering pro-bono assistance to watershed organizations.   No reply to date.

5. Audit – Ed Lease suggested a couple of members (other than the treasurer) conduct the internal audit by reviewing expenditures and signing the checkbook.  This was conducted at the end of the meeting.

6. Logo embroidery – Bob has contacted an embroiderer who will have an example of a patch at the Sports Expo. Size can be adjusted.

New Business:

1. Builders for the Bay – will conduct a ‘Better site design’ workshop at Montour Conservation District January 10, 5 pm, as part of the county-wide stormwater planning process.

2. Lower North Branch Forum – To be held at Ag Center on Sawmill Road Monday, February 12 (Snow date of Feb. 19) at 7 pm to provide a venue for area watershed associations to mingle.  All members are invited to attend.  A presentation will be given by Columbia County Planning Commission director Bob Aungst on land-use planning at the township and county levels.

3. Brochure rack for DCNR property? - Bob asked about the possibility of posting RCVCA brochures at either entrance of the State Forest property. Mark said that could not be allowed because everyone would then want to post their brochures – no quality control.  But, if RCVCA wanted to sponsor a brochure rack, the logo and website information could be posted on it alongside the DCNR logo. 

4. Nominations/ Elections of Officers – The bylaws state that officers are elected for 2 year terms, except for the initial term of the President.  However, Carl Miller is unable to continue his duties as Treasurer due to scheduling conflicts. So, nominations for President and Treasurer were accepted and voted on tonight. 

Kristen called for nomination of President.  Mark Deibler nominated Bob Rush and Carl Miller seconded the nominations.  There were no other nominations and nominations for President were closed. Bob Rush was re-elected as president for 07-09.

Bob called for nominations for Treasurer.  Kristen Vitkauskas nominated Wayne Petro. Carl Miller seconded the nomination. Wayne Petro accepted the nomination.  No other nominations were made and the nominations were closed.  Wayne Petro was elected Treasurer for 07-09.

ADJORNMENT (Mark made motion to adjourn and Carl seconded the motion)

*The internal audit was conducted by Bob, Wayne Petro, and Kristen following the meeting. All expenditures and deposits were accounted for and the books balanced.
